Sarah Mann

Sarah Mann took up her post as Consul-General Guangzhou in June 2023. She leads the UK Government’s engagement in the provinces of Guangdong, Fujian, Guangxi, Hainan, Hunan and Jiangxi in South China. Sarah joined the Foreign, Commonwealth & Development Office (FCDO) in 2008 and has worked on a range of countries and issues including the UN, energy security and human rights. Her first posting was as Second Secretary in Colombo, Sri Lanka after which she returned to London as Secretary to the FCDO Board of Management in the office of the Permanent Under Secretary. Most recently Sarah served as British Deputy High Commissioner to Uganda from 2017-2020. She has also served in the British High Commission in Fiji and the UK’s Mission to the UN in New York.
Sarah has an undergraduate degree in history from the University of Victoria, British Colombia, and a Masters degree in International Law from School of Oriental and African Studies. She is accompanied in Guangzhou by her husband Andrew and their two children.

More than 14 years of climate change work experience, specializing in ISO14064 ISO14067 PAS2060 SBTI CDP and other projects, participated in the verification of carbon emissions of domestic pilot units, involving more than 100 projects in the electronics, electric power, iron and steel, cement, chemical industry, aviation and other industries, responsible for more than 40 projects of CCER validation and verification, more than 40 projects of emission reduction verification of renewable energy projects. We have participated in more than 20 green manufacturing projects.

Matthew Potter

Matthew Potter manages WilkinsonEyre’s Asia Pacific office and has been instrumental in the success of numerous award-winning projects in the region. Since its inception, the office has secured projects across various sectors, including commercial and mixed use, high rise, cultural, residential, education, large scale master planning, infrastructure and bridge design. Current projects under construction include the Innovation Building at Hong Kong University of Science and Technology, a state-of-the-art campus for The University of Hong Kong on Pokfield Road, and the restoration of the Grade I Listed State Theatre. Other ongoing design projects include the rejuvenation of the Main Building at HKU, a sustainable masterplan for Sentosa in Singapore, a cultural attraction in Macau, a masterplan for Shenzhen Bay Avenue, a conservatory complex at Tianjin Friendship Park, and new conservatories at Beijing Botanic Gardens.

Before his relocation to Hong Kong, Matthew worked in the London office for 11 years. Notable past projects include repurposing the Grade-II listed London King's Cross Gasholder 'Triplets' into high-end residential apartments, the resolution of the complex geometries of the Guangzhou International Finance Center's structural diagrid and cladding, and serving as the project architect for the cooled conservatories at Singapore's Gardens by the Bay. Gardens by the Bay received the World Building of the Year Award in 2012 and the RIBA Lubetkin Prize in 2013.

Wei QIU

Qiu Wei, Senior Engineer (Structure), Royal Chartered Engineer of Construction (MCIOB), Industry Mentor at Southern University of Science and Technology and Shenzhen University. He graduated with a doctorate from Imperial College London and is engaged in research on composite structures and new building materials. He was a researcher at the Institute of Sustainable Development of the Hong Kong Polytechnic University and is currently the assistant general manager of China Construction Technology Low Carbon Smart City Company. The current work focuses on urban low-carbon construction and operation with the "solar-storage-direct-flexible" energy system as the core, and smart city construction and operation with the CIM（city information modeling） data platform as the core.

Yingqing OU

Dr. Ou Yingqing, is a project Manager in the Project Management Department of Henderson Land Development. She is also a senior member of the Urban Science Council, a member of the China Green Building Council and the Hong Kong Branch. She holds a PhD in Architecture from the University of Hong Kong. She has been dedicated to the sustainable development of buildings and communities. She has published several papers, presented at several international conferences, and delivered speeches at several international Conference on Green and Energy-Efficient Building Conference and Healthy Building Conference. She is responsible for the development of commercial and residential real estate business, including smart, green and healthy real estate project management, design, research, construction and operation.

Gary ZHAO

Gary Zhao is General Manager of BRE China with highly experienced background in the area of built environment sustainability. He is leading the business growth of BRE in China, closely collaborating with both China/UK government and other stakeholders to support knowledge sharing and expand BRE’s business in China. BRE is a world leading building science research institute, dedicating to improving built environment sustainability, quality construction and productivity.
