Matt runs the Energy & Infrastructure teams for the Department of International Trade in China, based in the British Embassy Beijing. His team helps Chinese companies to invest in energy & infrastructure projects in the UK, and support UK companies to access export opportunities with Chinese customers in China and third markets. Matt has a degree in History from Oxford University and an MA in International Relations from the University of Birmingham. He has experience in trade & investment policy, including investment in the energy sector. His career has seen him working in London, Sydney, Brussels and Bucharest. Matt joined the UK Civil Service in 2014, following work in the private sector, and has worked in a number of Government Departments in London. Prior to moving to China, he was based in the Department for International Trade in London, where he led work on investment policy development and multilateral engagement with bodies such as the UN, WTO and OECD.

Mr. Li LIping is now the president of The Construction Industry Sub-Commerce, China Chamber of International Commerce, and used to be the first-level inspector of the Finance and Foreign Affairs Department of the Ministry of Housing and Urban-Rural Development. Born in 1959 in Pingtan, Fujian province, he graduated from Xiamen University in 1982. He is a CPC member and a senior economist. Former commissioner of the Department of Construction Management Development, Ministry of Construction; Deputy General Manager of the 1st Branch of China State Construction; First Secretary of the Chinese embassy in Fiji; Director of the Department of Engineering Quality and Safety Supervision in MoHurd; Deputy Director of Construction Department in Xinjiang Autonomous Region; Deputy Director General of Finance and Foreign Affairs Department of MoHurd.

Colm Williams is a policy official and analyst who is currently on secondment to the UK’s Climate Change Committee, where his focus is on decarbonising the manufacturing and construction sectors. He is on secondment from HM Treasury, the UK’s economic and finance ministry, where he has focused on the costs of the net zero transition, net zero spending and taxation. In the years prior he worked in Department for Business, Energy and Industrial Strategy (BEIS) focusing on energy prices and consumer bills, productivity and R&D spending. Before joining the UK’s civil service, he worked in the financial services industry conducting research on behalf of private equity and venture capital firms.

Fergus Harradence leads for the Department for Business, Energy & Industrial Strategy on sponsorship of the infrastructure, construction and rail sectors, as well as public procurement policy. Since joining the Civil Service in 2000, he has worked in a number of Departments in a range of economic policy roles, including trade policy, export promotion, innovation and corporate tax. His current responsibilities Include BEIS' policies to help improve the productivity, sustainability and performance of the construction sector, including through encouraging the adoption of digital and offsite manufacturing technologies, the Department's contribution to the Government's house building ambitions, increasing the skills and competency of the construction workforce, and decarbonising the sector. He also manages the BEIS relationship with the Construction Leadership Council, and through that, links with the wider industry.

Peng Mi is a senior manager of the Sustainable Development Department of PWC ESG. She is responsible for consulting services for low-carbon projects related to cities, mainly focusing on Industrial Parks and Real Estate projects. She is good at helping clients look at low-carbon projects from multiple perspectives and find a comprehensive and feasible solution.

Before joining PWC, Peng Mi had been engaged in urban planning and design at AECOM for more than 11 years, mainly serving clients of the government and the real estate industry. She had rich experience and profound understanding of urban development and the real estate industry.

Tracy Wong Harris is the Head of Sustainable Finance for Asia at Standard Chartered Bank, focusing on the Bank’s sustainable finance strategy, by developing new products and solutions, further incorporating ESG considerations into banking decisions, and identifying sustainable finance opportunities for clients. Tracy is also the Vice President and Deputy Secretary General of Hong Kong Green Finance Association (HKGFA), the Senior Advisor to the Green Building Project of HK2050isNow, an appointed member of the Securities and Futures Commission (SFC) Climate Change Technical Expert Group (TEG), and a Board member of AIDS Concern.

Prior to joining Standard Chartered, Tracy had been driving the green and sustainable finance development in Hong Kong and had over 16 years of financial markets experiences across various fixed income and complex structured products in JPMorgan, Mizuho International, Barclays Capital and BNP Paribas based in London and Hong Kong.

Neil Pennell is Head of Design Innovation & Property Solutions at Landsec, one of the UK’s leading property companies. He is responsible for the design and development of innovative, environmentally sustainable and technically excellent buildings.

Neil is a senior thought leader specialising in technical and innovative solutions for Landsec’s current and future portfolio, acting as a trusted adviser to the senior executive team.

He is charged with providing strategic advice to the business on sustainable building design, smart building technology and innovative procurement and construction processes to ensure Landsec retains its leadership position in the real estate sector.

This involves a wide remit to drive innovation and the application of new technology, including; Net Zero Carbon buildings, AI, advanced building analytics, Internet of Things, BIM, P-DfMA, modern methods of construction, smart building and Prop Tech solutions.

Neil is an advocate of sustainable buildings, renewable energy technologies and intelligent building design. His goal is to create amazing buildings for people; to live, work, shop and enjoy their leisure time.

Neil sits on the Board of the British Council of Offices (BCO) and chairs the Technical Affairs Committee which is responsible for producing the BCO’s industry leading technical publications. He is also chair of the Buildings Clients Group, a director of the Better Buildings Partnership and a member of the Construction Productivity Task Force.

Dr. Li Yao is the founder & managing director of Qbots Energy, a leading AI-based EnTech company with the vision to accelerate the transition to a net zero carbon future. He received his PhD in Computer Science at the University of Manchester and since then he has worked across academia, banking industry and settled in the technology industry. He has extensive knowledge and experience on innovations in Smart Cities and IoT technologies. He has successfully co-founded, led and grew a technology company, which was part of a flagship £10m IoT demonstrator project in Manchester. In 2018, Li founded Qbots Energy and the company is working on a number of pioneering projects. He firmly believes that with increasing smart devices and data becoming available in the energy sector, AI combined with innovative business models will reshape this industry. Li has been awarded as one of the top 5 of Asian Tech Stars in 2018.
